Hunters planning on seeing increased pheasant population numbers this fall are likely to be disappointed. The Department of Natural Resources recently completed the statewide survey and it showed the Iowa pheasant population has fallen to a new all-time low, with a statewide average of 7 birds counted for each 30 mile route driven. The statewide average in 2010 was 11 birds per route.

The financial report for Honey Creek Resort State Park for the fiscal year ending June 30, 2010 was released, and the results were not encouraging. The report lists of loss of net income before taxes of $1,497,701.
Virtually all areas within the operation budgets showed declines, with June 2011 numbers sharply off projections. Lodge revenue fell short in June as did Cottage revenue. Total food and beverage revenue was down in June and for the full fiscal year as well.

Former Republican state lawmaker Chuck Gipp has been named deputy director of the Iowa Department of Natural Resources. Gipp, whose hiring was announced Tuesday, served in the Iowa House of Representatives from 1990 to 2008, and was majority leader from 2003 to 2007. The 63-year-old Gipp is currently administrator of the Soil Conservation Division for the Iowa Department of Agriculture and Land Stewardship. Gipp, who lives in Decorah, will begin his new duties on Aug. 5.

On Thursday, August 5, 2010, the Iowa Department of Natural Resources (DNR) published as part of its weekly electronic newsletter ‘EcoNewsWire’ an article notifying Iowans who have questions related to flood debris, sandbag disposal, well safety and the status of state parks.
As in 2008, the DNR created a one-stop website for flood information. The website includes a guide to disposing of flood debris and dealing with flood impacts in ag and rural areas, precautions around asbestos and other timely information. House Republican Leader Kraig Paulsen (R-Hiawatha) was pleased that Department of Natural Resources Director Rich Leopold agrees with House Republicans that DNR programs need a review. Paulsen went further and indicated that all state programs need a thorough top-to-bottom review.
“I want to make it clear that while Director Leopold agrees that some programs need to be reviewed, it does not give him the authority to ignore the laws that are currently on the books,” said Paulsen. “It is his job to carry out the law as enacted.”
In August of 2009, House Republicans joined with Senate Republicans and the Republican Party of Iowa to craft a list of priorities for the state. In their “Real Solutions for Iowa’s Families” plan, Republicans suggested a sunset of every state program. This proposal is a systematic process wherein every program funded by state government will be sunset (de-authorized) by a predetermined date unless the legislature proactively decides to reauthorize that program. This review forces a decision to keep, repeal or change each program paid for by taxpayers.
