All-terrain and Off-road Utility Vehicle Study Committee Meets Today

The committee will collect information from stakeholders and make recommendations to the General Assembly concerning the use of all-terrain and off-road utility vehicles.

The meeting will be held at 10:00 am in Room 116 of the State Capitol building.

Online Driver’s License and ID Renewal Unveiled

Governor Terry Branstad, Lt. Governor Kim Reynolds and Iowa Department of Transportation Director Paul Trombino III, unveiled the new online driver’s license renewal system on Monday.

Nearly 284,000 Iowa drivers will be eligible to renew their driver’s licenses or identification cards 24-hours a day, seven days a week from any computer or mobile device with a web browser starting today.

“This system was created to give Iowans the flexibility to renew their driver’s license or I.D. when and where it is convenient for them,” said Branstad. “There is no better way for government to serve its citizens than to find efficiencies while at the same time offering quicker service and better access.”

Items of Note Going into Effect on July 1 in Senate File 452:

Iowa Tuition Grants The state will increase the maximum amount a student at Iowa’s private colleges and universities can receive from $4000 to $5000 per year.

Training for Certain Community-based Care Training for providers of Medicaid-funded in-home and community-based care will be covered by Medicaid as a direct cost for the first time.  Previously, care providers had to absorb the cost of training.

Sex Offender Exclusion Zone State law will make it illegal for a sex offender to operate, manage, be employed by, or act as a contractor or volunteer at a business that operates an ice cream truck.

School Employee Background Checks Iowa law will now require all school employees to undergo a check of the sex offender registry, child abuse registry, and the dependent adult abuse registry prior to being hired.  For current employees, the section requires a school district to establish a policy which would require these employees to undergo the record check at least every five years after their date of hire.

If a current employee is found to be on one of the registries, that would be grounds for suspension pending a termination hearing by the school board.

Motor Vehicle Fee Equity For new electric cars titled with the state on or after July 1, the registration fee shall be based as it is for all other vehicle types, on the gross weight of the car.  This replaces the flat $25 annual fee that was previous law.

State Support for the Iowa Special OIympics The state will increase its financial support for this program from $50,000 to $100,000 annually.

Improving Customer Service and Cutting Costs

In an effort to make Iowan’s lives easier, House Republicans passed House File 355, which gives individuals the opportunity to renew their Iowa Drivers License online, 24/7.

The bill, which was signed by Governor Branstad on May 15, allows drivers between the ages of 18 and 70 the option to renew their drivers license online and extends the expiration date on the license from 5 years to 8 years.  The $4 renewal fee will still be required but the transaction will be possible online as well.  Individuals with vision or physical deficiencies will be required to renew their licenses every two years , which is already the current practice, at a DOT office.

The bill is estimated to save the Iowa Department of Transportation $1.2 million and many hours of waiting in lines for Iowans.  It is also estimated that HF 355 will save Iowans nearly $3 million in fuel cost savings and lost wages as they will no longer have to drive to a DOT office and stand in line to renew their license.
