1. The gains the Register reported on came BEFORE Maryland agreed to tie teacher evaluations to student test scores.

2. Maryland is one of the few states that has a six-figure average income for a family of four, and the state has a truly lamentable rate of exclusions for special education students in NAEP.

3. Maryland invests heavily in preschool. Iowa doesn&#039;t.

4. Maryland has done a better job of starting programs, continuing them, and supporting them with continued financing.

5. Average per pupil spending in Maryland was reported to be $13,738 per student, while in Iowa it was $9,763. What difference might another $4,000 per student make in this state?

Look, here&#039;s the bottom line: What kinds of graduates do we want? 

If Iowa wants graduates who can recall facts and regurgitate procedural knowledge (i.e., the factory model of schooling that&#039;s dominated for the past century), then by all means we should follow the &#039;accountability on assessments of low-level mental work&#039; examples of Maryland, Florida, etc. If Iowa wants graduates who are critical thinkers, problem solvers, collaborators, technology-proficient, etc., then perhaps we should focus on educational policy mechanisms that facilitate higher-level thinking and economic viability in a hyperconnected, hypercompetitive digital, global economy. I vote for the latter.]]></description>
