State Representative Tom Sands, who led efforts on a massive tax reform and reduction bill in the Legislature this year, has been named the 2013 legislator of the year by the Iowa Bankers Association.
Sands, R-Wapello, is a banker and real estate appraiser in his career outside the Capitol. The association lauded his efforts on finding consensus and developing cooperation on property tax reform, an issue that has tied lawmakers in knots since the late 1970s.
The agreement lawmakers reached cuts commercial property taxes, reduces growth in residential assessments and includes an income tax break.
“I really believe Tom’s ability to work with everyone, even when he may not agree, enables him to be a successful legislator,” IBA Senior Vice President Sharon Presnall said in a statement.
