Spring Daylight Savings Time not only brought longer daylight hours, but much-anticipated and much-appreciated warm temperatures. However, we did not let the beautiful weather distract us from working hard at the Capitol. This week was devoted heavily to floor debate, as we passed several pieces of legislation to the Senate for their consideration. These bills are focused on strengthening Iowa families, providing greater opportunities for job creators, and making Iowa an even greater place to live.

Under the Golden Dome, Too – March 6

In looking at the extended forecast, I am hopeful we’ve seen the last of sub-zero temperatures for this season.

This week was very much devoted to committee work as we completed the first funnel week of the legislative session. As you may recall, the first “funnel” is a deadline for legislators to pass bills out of their respective policy committees in either the House or Senate, in order to remain eligible for consideration. Appropriations, Ways & Means, and Government Oversight bills are exempt from the funnel rules.

I am excited about a number of bills that passed out of House policy committees this week. Many great ideas have been brought to us from individuals across Iowa that will help move our state forward.

It’s hard to believe the month of March is right around the corner. With the frigid temperatures we’ve been experiencing, I am looking forward to the first signs of a refreshing Iowa spring.

Earlier this year, the University of Iowa President Sally Mason announced her intent to retire at the end of the current school year. Since the announcement, questions have been raised about the terms of her employment contract signed in 2007 and her retirement package recently approved by the Iowa Board of Regents.

Legislation is continuing to work its way through the subcommittee and committee process at the Statehouse this week. Bills are being carefully reviewed as we continue to receive valuable input from Iowans across the state on a variety of subjects.

One issue that I’ve been receiving feedback on is our aging infrastructure system and finding the resources needed to improve it. Over the past few years, I have been gathering thoughts on all sides of this issue. It is clear through these conversations that Iowans deserve and expect our roads to be safe for travel. Quality and reliable roads and bridges are also key to Iowa’s economic growth and prosperity.

The fifth week of the legislative session proved to be a productive one that will strengthen Iowa’s middle-class families and small businesses. I’m happy to report that the first bill sent to the Governor this session will provide approximately $100 million in tax relief for the hardworking taxpayers of Iowa. As I discussed in my newsletter last week, SF 126 will “couple” with the federal tax code to provide relief and greater certainty to Iowans when filing their taxes this year.

We also passed HF 124, a bill that provides an extension for individuals to contribute to a child 529 College Savings account. If signed into law Iowans will be able to take advantage of this opportunity this tax season. The bill has been sent to the Senate, where we are hopeful it will receive consideration.

With the conclusion of the fourth week of the legislative session, our committees have been working hard on reviewing and passing policies that benefit Iowa families. I’d like to take this opportunity to update you on a few pieces of legislation that are currently working their way through the House.

The first bill filed in the Iowa House this session is a bill to ensure responsible budgeting practices in state government for years to come. HF 1 is a zero-based budgeting bill, which requires state government departments to provide supporting data every year to justify each expenditure in its proposed budget, as opposed to the current system where they submit requests on the assumption of 75% and 100% of the previous year’s allocation. This type of budgeting would ensure state government programs are operating in the most efficient manner possible, thereby saving taxpayer dollars.
