Legislation is continuing to work its way through the subcommittee and committee process at the Statehouse this week. Bills are being carefully reviewed as we continue to receive valuable input from Iowans across the state on a variety of subjects.

One issue that I’ve been receiving feedback on is our aging infrastructure system and finding the resources needed to improve it. Over the past few years, I have been gathering thoughts on all sides of this issue. It is clear through these conversations that Iowans deserve and expect our roads to be safe for travel. Quality and reliable roads and bridges are also key to Iowa’s economic growth and prosperity.

Under the Golden Dome, Too – February 13

The fifth week of the legislative session proved to be a productive one that will strengthen Iowa’s middle-class families and small businesses. I’m happy to report that the first bill sent to the Governor this session will provide approximately $100 million in tax relief for the hardworking taxpayers of Iowa. As I discussed in my newsletter last week, SF 126 will “couple” with the federal tax code to provide relief and greater certainty to Iowans when filing their taxes this year.

We also passed HF 124, a bill that provides an extension for individuals to contribute to a child 529 College Savings account. If signed into law Iowans will be able to take advantage of this opportunity this tax season. The bill has been sent to the Senate, where we are hopeful it will receive consideration.

Under the Golden Dome, Too – February 6

With the conclusion of the fourth week of the legislative session, our committees have been working hard on reviewing and passing policies that benefit Iowa families. I’d like to take this opportunity to update you on a few pieces of legislation that are currently working their way through the House.

The first bill filed in the Iowa House this session is a bill to ensure responsible budgeting practices in state government for years to come. HF 1 is a zero-based budgeting bill, which requires state government departments to provide supporting data every year to justify each expenditure in its proposed budget, as opposed to the current system where they submit requests on the assumption of 75% and 100% of the previous year’s allocation. This type of budgeting would ensure state government programs are operating in the most efficient manner possible, thereby saving taxpayer dollars.

Iowans work hard for the money they earn.  That’s why you’re careful with how you spend it.  As elected officials, it is our duty to ensure your taxpayer dollars are spent wisely, and when a concern is raised, we look into it.

During the beginning of each legislative session, our committees typically invite speakers in to provide testimony regarding different organizations and entities involved with state government.  This is a period of time to research various topics and ask questions about how state government programs and projects are operating.

Week two of the legislative session is under our belts and our committees have quickly gotten down to business.

One of the issues we committed to addressing immediately when this legislative session began, was the amount of funding that will be provided to our K-12 schools for the 2015-2016 school year. This week, the House Education Committee passed legislation that makes a significant investment in K-12 education, while adhering to our core budgeting principles.

I hope everyone had a wonderful Thanksgiving and you’re continuing to enjoy the Christmas season.  Between the hustle and bustle of shopping and parties, be sure to take a moment to appreciate what we’re celebrating and enjoy the simple pleasures that make this time of year so blessed and special.

On January 12, we will begin a new legislative session.  Naturally, my thoughts turn to what I’ve been hearing from you.  One of the things I’ve consistently heard from you since taking office is that you would like to see more transparency in state government.  I couldn’t agree more and in an effort to do just that, last session we passed legislation to make a user-friendly, easy-to-navigate website available for Iowans to find information about the fees charged by state agencies to the public.  The information can be found at https://iafees.iowa.gov.

It is hard to believe but the holidays are almost here. I am looking forward to spending time with family over Thanksgiving and I hope you have the chance to do the same. With the early arrival of winter weather, we will have to throw an extra log on the fire.

I wanted to take a moment to thank the good people of Franklin, Butler, and Cerro Gordo county for their support. It is humbling to have been elected to another term in the Iowa House of Representatives. Serving in the House is an honor but it is made special because of the members of our community I get to work for.

Your encouragement, ideas and energy are what I take with me to the Capitol. I am proud to represent you and I am thankful for your support on election day.

As we get closer to the election, everyone naturally begins to think about what his or her priorities are. This is something I really look forward to because I love to hear what you would like to see us work on in the Legislature.

Throughout my conversations, it has become clear that a lot of you remain concerned about jobs and the economy. These are not new issues given the economic struggles that are still fresh in our memories and felt by many. But they remain at the top of your priorities and what I hear is that we need to not lose our focus.
